The rear dust cover of this book includes a photo of author K. W. Jeter with Phlip K Dick in Dick's office while hinting at a pre-death collaboration. Could this cover story be just a marketing ploy for the book? (maybe)
I have just re-read BR2 book and have published information in two sections (spoilers and non-spoilers) which you can read here:

I agree with you this might be be what the movie will be loosely based on because the main character in this book is a female, and Ridley does say the sequel will feature a main female protagonist.
I stated the thought it may be based on this novel here: SPECULATION: Peter Weyland Showing Up In BLADE RUNNER 2?

NoobMember6 XPOct-23-2012 5:45 AMI didn't know Ridley said the main character would be female. But this makes sense because Ridley's movies usually feature strong females (Alien and Thelma & Louise first spring to mind; then secondary female characters in Gladiator and Blade Runner pop up)

Here is the quote;
"Funny enough, I started my first meetings on the Blade Runner sequel last week. We have a very good take on it. And we’ll definitely be featuring a female protagonist"~Ridley Scott.
